2021, what a year! CHAPCA board and leadership remain in awe of you and your team’s strength and resiliency that you continue to exhibit.

CHAPCA’s leadership and Education Committee is looking around the corner into 2022. Our focus will be on providing members with educational programs and services needed to serve patients, families, and staff, with an emphasis on program operations. CHAPCA’s Education Committee is hard at work looking back at lessons learned from many sources, including CDPH, NGS and CMS surveys, complaint and claims data, as well as our member survey collection, so that we can bring you and your staff valuable education you need to get “back to the basics at the bedside”. 

Coming Soon in 2022 CHAPCA Annual Conference:

CHAPCA is planning an in-person conference June 6-10, 2022 at Chapman University in Orange, CA. Our conference will be kicking off with a two-day pre-conference on ELNEC Communication on June 6th and 7th. On June 8th through the 10th, CHAPCA’s conference curriculum will focus on back-to-basics education sessions: Leadership, Quality & Regulatory, Delivery of Care, Interdisciplinary Team basics, and so much more!   

In addition to superior educational content, Chapman University has FREE parking, and campus wide FREE WIFI for all registered attendees. If you are traveling to Orange County for the conference, be sure to take advantage of massive discounts on Chapman University dorm room accommodations. CHAPCA Legislative Look Back and Outlook:

The first year of the 2021-2022 Legislative session ended on September 10th, 2021. While legislation targeting hospice was successfully moderated this year, all early signs point to a very, VERY demanding year in 2022 when the legislature reconvenes for the second year of the session, on January 3rd, 2022. Consider the following:  

  • Unfavorable media stories and government reports remain in dialogue
  • Governmental interest in private equity ownership of hospice is growing
  • California Auditor General will conduct an audit on state hospice expenditures
  • California legislators are quick to legislate. 

Gathering attention on hospice continues to ripen and, while we can’t say for certain what exactly might reveal itself after the 2022 bill introduction deadline passes next February, we can say that anything may go when it comes to what the 120 members of the California legislature might introduce next year. 

As we have this year, we will again initiate thorough forums with legislative leadership and key legislators BEFORE the session starts to ensure the legislators have a reasonable understanding of the current state of hospice. But, even in doing so, there is no certainty as to what they will introduce. The only certainty is that we will remain engaged. CHAPCA needs your support so that we can continue to support patients, families, and our members. 

Member-Only Resources Spotlight:

Regulatory Resources. CHAPCA members have access to regulatory resources from California Department of Health (CDPH), National Government Services (NGS) and Centers for Medicare & Medicaid Services (CMS) Resources.  As an added resource, we now have a National Government Services (NGS) webpage to help navigate providers through the resources as well as highlight the top claims denials with suggested education.  

FREE Education. CHAPCA’s mission is to improve access to quality end-of-life care and educate patients, families, the community and healthcare professionals about hospice and palliative care. CHAPCA members are invited to attend LIVE webinars at no cost.  These webinars are recorded and added to an On-Demand webinar library where members can download and watch at their convenience. In 2021, renewing CHAPCA members received a FREE 2-day ELNEC Core Communications virtual training for their staff ($575 savings).  Other FREE education includes a Hospice Regulatory Update ($200 savings), a California Legislative Update ($500 savings) and a four-part series entitled “Chronic vs. Terminal” ($200 savings). 

Latest News Online Portal. Members receive two weekly updates in the Latest News online portal.  Hospice News Network is recent news on End-of-Life care covering news articles on Hospice, Palliative Care, Grief, Advance Care Planning, End of Life and more.  Clear Commentary is a weekly legislative update provided by Peter Kellison, Clear Advocacy LLC.  

CHAPCA Newsletter. CHAPCA members receive a monthly copy of the CHAPCA newsletter in an electronic format. Stay up to date on hospice and palliative care industry news and review important providers updates.

Exclusive Offerings for CHAPCA members.  In 2021 we produced our very first electronic format of the Side-by-Side Comparison chart and offered exclusively to CHAPCA members.  The document provides a side-by-side format with an approximate equivalent of existing federal and state standards and regulations, and includes Federal Conditions of Participation for Hospice and California Standards for Quality Hospice Care. Members can now purchase one electronic copy and distribute to all staff within their agency.

CHAPCA Need-to-Know Updates. CHAPCA members receive urgent Need-To-Know updates delivered directly to their inbox with hospice and palliative care updates that will directly impact the industry.  The Need-To-Know Updates webpage holds all updates for the year so you can have one streamlined location to review information. 

FREE Job Boutique. This year, CHAPCA providers utilized a free service offered to providers who are searching for qualified staff.  Posting an opening within your agency takes less than five minutes to complete. In 2021, our job boutique received over 1400 visitors so far! This year, we launched a brand new feature that automatically generates a new post on CHAPCA LinkedIn and Facebook pages, for extra marketing! In addition, we implemented a monthly newsletter that is emailed to all providers with an updated job boutique listing.

Provider Membership Benefits

All memberships with CHAPCA are based on a calendar year and are valid from January 1st - December 31st annually. Your annual dues are calculated by your expenditures for 2020 found in your filed  OSPHD operating expenditures (Section 10, Line 54) filed every March for the previous year. For example, for 2020 provider dues, CHAPCA will base your dues on your 2019 OSHPD report. 

Providers with multiple licensed offices or branches should calculate dues for each individual office location. Corporate discounts are available to agencies with four or more locations/offices in California.

Providers are encouraged to register each licensed location so they can be included in CHAPCA's online membership directory and in referrals. Only employees of providers that are members are eligible for CHAPCA membership discounts.
